3 Key Principles for Building a Pipeline Safety Program
Safety remains the defining driver of the oil, gas and renewable-gas industry — and the stakes are concrete.
The 2018 Merrimack Valley over-pressurization incident in Massachusetts, which caused fires, explosions and the displacement of thousands, prompted the PIPES Act of 2020 and PHMSA's developing Gas Distribution Rule. In parallel, PHMSA has been actively urging operators to adopt Pipeline Safety Management Systems (PSMS) under API Recommended Practice 1173. Developed by operators for operators at the NTSB's recommendation, RP 1173 turns "be safe" into a structured, ten-element system built on a continuous Plan-Do-Check-Act cycle.

1. Build a genuine culture of safety and continuous improvement
PHMSA defines safety culture as "the shared values, actions, and behaviors that demonstrate a commitment to safety over competing goals and demands."
Leadership must define and visibly champion that commitment — RP 1173's first element is Leadership and Management Commitment — but culture only takes hold when the team "on the ground" helps shape it.
The most effective programs make safety non-punitive: errors are treated as system deficiencies to be fixed, not individuals to be blamed, so people report hazards freely. Understanding and buy-in at every level is what separates a real culture from a poster on the wall.
2. Commit to the goal of zero incidents
Zero incidents is the organizing goal of a modern safety program — and while no operator eliminates every unforeseen event overnight, it must be the outcome every team member is accountable for. RP 1173 makes this operational through Risk Management and Operational Controls: systematically identify hazards, evaluate risk, and put controls in place before an incident occurs. A standing safety committee that reviews progress against measurable targets turns an aspiration into a systematic program. This is also where distribution of integrity management (DIMP, 49 CFR Part 192 Subpart P) and probabilistic risk models increasingly focus operator attention on the highest-risk infrastructure.
3. Implement and maintain robust safety systems

Written procedures must be followed and kept current; monitoring and data must prove the system is performing; and the physical equipment that enforces safety must be reliable and verifiable. Where odorization fits a pipeline safety program
For any operator delivering gas to the public, odorization is a front-line safety control — often the only warning a person gets before an undetected leak becomes dangerous. It sits squarely inside a PSMS as an operational control: federal rule 49 CFR §192.625 requires gas to be readily detectable at one-fifth of the lower explosive limit, and proving that continuously is a documentation-and-assurance task, not a set-and-forget one.
A safety program strengthens its odorization control when the equipment does three things:
- Injects reliably and proportionally — constant, flow-paced odorant delivery so the gas is always detectable, at any flow rate.
